1st or 2nd violin does not necessarily denote a better player (as it normally would in the wind or brass section)!. The violins as a whole are divided into two sections because their numbers are so large!. Being the first chair 2nd violinist would be more prestigious than having the 2nd chair first violin!. The first violins play up in the stratosphere a lot, and that can be taxing on the individual player!. The principal 2nd position is often endowed by a company or individual in a professional orchestra, which means they earn extra pay for having the position!.Www@QuestionHome@Com

If you are asking which is the better player, that depends on why you are seated!.
Some orchestras put the 2nd best leader as 1st chair 2nd!.
Some put the best players in 1st chair first, then fill in according to how well you play and the 1st chair 2nd comes right after last chair first!.
In my orchestra the 1st chair 2nd is very good, and prefers to be where she is!.Www@QuestionHome@Com

It means you are a better player if you are first violin second chair, but if you want to have better parts, be in a leadership position, and be more likely to have solos, it would probably be better for you musically to be second violin first chair!.Www@QuestionHome@Com
