Off the top of my head I would say !.!.!.!. mmm, hold on!.!.!.

C# G# C# is pretty simple, a C# power chord!. The G# and C# at the end are also pretty straightforward, again a variant of the C#5!.

The F, though, isn't diatonic, so it doesn't really belong!. If it was sharped, then it would be a very straightforward open C#sus4 tuning!.

Okay, so maybe it's not an F but an E#!? F C G D A E B is the order of sharps, so in a key signature of 6 sharps, then I guess it would be open C# major!. A key sig of 6 sharps is pretty damn unlikely, though, so perhaps if I re-wrote it!.!.!.

C# G# C# F G# C# -> Db Ab Db F Ab Db

So in a key sig of 4 flats (B E A D) then we have open Db!.

Okay that makes sense now!. Please excuse the stream of consciousness!.

You can call it open C#, but that requires a key sig of 6 flats, which no composer in his right mind would ever write in it!. Open Db (ie, open Db major) makes a lot more sense, and only requires 4 flats!.

Now that I think about it (and a lot easier) is to call it open F down 2 steps (ie, 4 frets)!. This would be easier to communicate to other guitarists, but not as intuitive necessarily when talking with a non-guitarist musician!.

So there you go!. All alternatives I could think of!. =)
