Okay!.!.!. this song was written by an amazing composer named Jeff Beal for the HBO series "Rome"!. Beal has a unique composing style and he tries to use period instruments where ever he can, or instruments that are similar in sound and structure!.

In the BEGINNING of Niobe's theme, it is oboe and bassoon!.!.!. but you are asking about the instrument at 1:51!.!.!. I would say that it is either an alto flute (a bigger version of the common flute that everyone is aware of)!.!.!. here's an example of what it sounds like (starts at :13)

OR- keeping with Jeff Beal and his love of period instruments, it could be a water organ (common to the roman era) or it's modern version, the "hydraulophone"!. This is not a well known instrument, and is related to the calliope!. The range goes higher than in the video you gave, but played in its low range, it may be what you're looking for!. It sounds a LOT like a woodwind, but played in its high range, sounds almost like a synthesizer imitating a woodwind! Here's a great example:

EDIT: After listening to it again, it probably IS the alto flute!.!.!. there is a bended note and a mordent- I don't know if that's possible to do on a hydraulophone!.Www@QuestionHome@Com

its neither a violin nor a bassoon!. im not quite sure but it sounds a lot like a wooden flute i tried before!.!.!.probably some kind of traditional instrument, definitely wooden and non-reed!.Www@QuestionHome@Com
