There really aren't any specific rules
But as a songwriter, i'd suggest that you don't write lyrics until you already have a vocal melody worked out, because it is much easier to write the lyrics to the melody then to write the other way around!. also, if you have a lead riff try not to write vocals to that!. try to write vocals to a rhythm riff instead!.

Don't force anything!. I'll come out on its own!. You will never know when inspiration will strike!. There are places like myspace music!.
