Only buy a cello from a proper violin/cello shop so that it is set up correctly!. If the violin is not set up properley then it will be hard to play and difficult to tune!.

Do NOT buy a cello from ebay or a general music store!. Buying online is risky unless you know a lot about cellos!.

All cellos are made of varnished wood!. If you ever see one that is painted then stay well away from it because it will be rubbish!.

It is hard to tell from the information that you have given if it is a good cello!. You can only judge a cello by its sound ; you cannot judge it on its appearance!.
It looks like it has been marked down from $900 to $350 ; I would be vary wary unless you could play it first ; $350 is very cheap for a cello!.
