As far as a scale goes that will be tough to answer. However, judges normally grade in TONE, INTONATION, TECHNIQUE, BALANCE, INTERPRETATION, and MUSICAL EFFECT. These words may vary slightly, but it's the same idea everywhere you go.

I have gone to County and State Festival (not sure if it differs too much from you District) 3 times each and I have gotten Superior rating each time. I have made mistakes every single time and alot of them them judge didn't know. They were minor enough that they did not affect my score. The trick is to make sure you are well-prepared. Mistakes will happen, professionals do it too, just try to minimize them.

The problem with your question is that you didn't mention what state you're in. I used to think it was pretty standard, but I have a friend in Wisconsin and I'm in Missouri and our scales and ratings are totally different.

But I have had students receive Superior ratings with minimal mistakes...and others who sounded flawless to everyone BUT the judge. Every judge is unique and has their own interpretation of the rules for scoring and the standards for achievement. Breathe, relax, and play for the love of it. No judge can know what's inside you until you let it out. Good luck!
