You can sort of learn by playing normal guitar but the best bass players learn by playing bass. You can always tell when someone really loves bass and has learnt it properly, rather than someone whos only playing it because they were the worst guitar player in the band so they had to be the bass player.

Yes its basically the top four strings on a regular guitar. The only difference is the frets and strings are more spaced out and require you to stretch your fingers more. You will have to learn more ways of picking besides with a pick like finger picking and thumping.

I believe I became a better bass player by playing guitar first. While playing guitar I learned about chords and what notes made up certain chords, so I applied that to the bass. Sometimes it just sounds right to play a note that isn't the root, and in those cases it is very helpful to know where to go or at least where to start looking.

Watch other bass players, especially guys in jam bands and stuff. A lot of time bass players have patterns they use because they are useful anywhere on the neck.
