Hmmmm, tricky question to answer. This depends on the program you are currently on. And I'm not talking about the ones you buy, with guarentees like, "Get a professional voice in one month!" Though I've never tried these, professional voices don't come in boxes, unless you're talking about a voice box.

The best thing you can do for your voice is to take voice lessons with someone who really knows what they're doing. I would suggest taking classical voice lessons, even if that's not what you want to end up doing. Classical singing forces you to use your head voice, which is the most correct procedure. There are many other techniques that you will learn as well.

There is no way to say how long it will take for your voice to improve. This will be a combination of how hard you work and how quick you pick up on techniques. However, improvement is sure to come.

I'm not sure what you mean by "improve". By what standards? Do you mean little vocal touchups, like making sure to sing from the diaphram and annuciation? Or blown I-can't-sing-at-all-but-I-want-to-learn?

Let's start with number 2. Let's say that a young woman, say 22 yrs old, has never and cannot sing. At all. She would like to learn how and improve her voice. She would get vocal coaching, and have the basics nailed in a month or two. For her voice to really become something to be admired, it might take a few years.

And with small vocal touch ups, its similar to the one above. She would see a vocal coach, and again, for her voice really to improve into really something, it might take about half a year.
