A capo. They don't just make the sound higher, they change the key. That's the real purpose of a capo, the fact that the pitch gets higher is a side-effect caused by the way a guitar is setup.

They are called capos. There are several different styles of capo available, utilizing a range of mechanisms, but most use a rubber-covered bar to hold down the strings, fastened with a strip of elastic or nylon, a cam-operated metal clamp, or another device.
A simple version can be made with a pencil and a rubber band. Lay the pencil across the strings at the desired fret, and holding it in place by wrapping the rubber band around both ends and underneath the fretboard. [A pencil with flat surfaces works much better than a round one].

its called a CAPO

i think what you are refering to is what you call a capo.You attach it to the guitar by placing the rubber pad or whatever is used to deaden the notes behind the capo itself its pretty much a moveable nut so you can play in adifferent key the higher you move it up but still you could use open chord voicings. For example if you took an open C chord and played that same chord with the capo at the third fret you would have an Eb.
