Under $60, you may not get anything of really high quality. Most Amps in that price range won't have adequate tone control. It will be really lo-fi, but that can be kind neat in and of itself too, because you can get some White Stripes kind of sounds since the clean will distort at any kind of volume, and the distortion will not be very good, if there is any. You can find any little amp like that at Wal Mart or Hastings. A music store will have some of that stuff as well. Well...maybe the Marshall micro stack, but that's well out of that price range. My guitar amp is pretty good. I have a Fender amp and a Crate amp. The Fender is good for practicing and the Crate is good for performing.

You will not get anything good quality for under $60.
You would have to spend at least $100....Fender Squier.
Or for $200...Roland Cube.

$60 is really the absolute minimum you can expect to pay for a practice amp. Fender, Crate and a couple of other brands make a small combo amp for this price. And that's for a "bare bones" combo.

For just a little more (about $80 to $100), you can get something better.
