No. It really isn't. In the end they are really different, and practicing on an electric is going to make you better at electric than practicing on accoustic and trying to switch over. They play very different so it is hard to switch.

Also, since you want to play electric, you'll be more motivated and likely to keep playing, and enjoy it more.

well first i would kinda learn it on acoustic and then play it on electric but it kind of depends on what the song is like for example like if a song went all over the place on the neck of the guitar then i would play it on electric so i think it just depends on the song

No, if you want to learn electric guitar then buy an electric guitar.
They are quite different instruments and I always recommend that a beginner start off with an electric guitar. You get a far better electric guitar for $200 then you would get an acoustic guitar.

TIP ; buy a Fender Squier Stratocaster....quite cheap and good value for the money.

I agree. If you want to play electric learn on the electric.

The old theory was, the action on the electric was too easy to start a player off with and they'd never be able to cross back to acoustic and I started off this way.

But in retrospect, if you will play more because it's what you want to be doing: Go for it. If along the way you are drawn to the acoustic, classical, or the bass for that matter, you will have your adjustments to make and then get on with the matter.
