Question:I have no idea if those are the right words to describe what I mean but....
I play both violin and guitsr and on both instrument I have A LOT of trouble with making a tremolo effect...(like when you have to wiggle your finger on the string)....I am soo bad at this...any help??

You don't wiggle your finger on the string. You plant the finger firmly on the string and move your hand. The motion made by the hand goes down the finger and transfers to the string and instrument.

Watch BB King do it on guitar. He stabs his finger into the neck and his hand falls off the neck and he does his thing.

Practice makes perfect.

There's a violin book "Viva Vibrato" that might help.

Violin-
Try exagerated movements, rolling the hand backwards from the WRIST (not the fingers) and gradually getting less wide and quicker.

I know that if you keep your elbow away from your body when you play, the movement required for either one will much more naturally come from your shoulder through your elbow, and then it may be easier and make more sense to your hand and fingers.
