Best Answer - Chosen by Asker: Be born black, have no respect for the English language, and a bad attitude. Then refine your style.

After that, you'll need equipment (you can buy a powered mixer that comes with speakers for about a grand, less for lower quality, and less still if you can find it used. I recommend Sennheiser microphones, but that's a matter of taste).

Get yourself a DJ, or create your own background music (Slick Rick, for example).

If you've already done all this, great. If not, do it. Then start playing parties, and later, clubs.

Once you have built up a following, start sending promo-packs (demo CD, sample logo <could even be a bumper-sticker>, concert tickets, maybe even a video) to agents and talent scouts.

Invite other rappers you respect to your shows, and send them tickets... maybe even invite them to perform on-stage with you as guest appearances.

After all of that, hope for the best.
