Can I repair the short little rope that attaches the strings to the body of my viola?

I have no idea what these things are called, but if you know enough about violins to answer my question, you will probably know what I am talking about. The rope wraps around a button at the base of the viola, and I guess that a special cord is required.

Yuu are talking about the tailpiece. There is a plastic "string" called a hanger that connects it to the end button on the bottom of your viola.

You can buy it from a local music store or:

You slip it through the holes in the bottom of the tailpiece. There are little metal clips that will adjust the length for you. You want the tailpiece to hang over the bottom of your viola about 1/8 of an inch.
