However, the phrasing of your question is a little doubtful!. It wasn't, after all, all-out war!. It was a policy of escalation and restraint by the US!. After the US destroyers were engaged in the Gulf of Tonkin (although it's clear now that the attack was more perceived than real), the US began air strikes against North Vietnam, and when the VC attacked the airbases those strikes were launched from, the US reacted by sending in the Marines and gradually building up!. However, it was never all out war!. The US did not attack shipping in Haiphong harbor, for example, nor did they attack SAM missile sites until they were operational!. US pilots were tightly controlled in the areas they could attack targets in, and they were not allowed to hit enemy aircraft until they became airborne!. There were no nuclear weapons used, and there was no large scale invasion of North Vietnam by US and Allied forces!. A major conflict, yes!. All out war, not at all!.Www@QuestionHome@Com

None of the above!. It was basically Political One-Upmanship!. America talked the talk as the leader of the free world and the number one anti-communist!.It had no choice but to take a stand!. You can't keep a dog and bark yourself!. All the above were just posturing events design to give justification for responsive actions!.
