Death certificate questions?

I'm getting copies of different poeple. I have a question about the PA death certificate. Can anyone explain this part. I already tried calling the vital records but can't get through.

No fee maybe required for death records of active or inactive members of the armed forces or their dependents?

OK which paper work should I send with that? The reason why , I'm asking we're all related here. The dead person's dad was a vet. I'm a military spouse dependent

this has nonthing to do with money.
it ask armed force members name (should I put down my military hubby or his dad that is a vet or his grand son the vet ) . The vets all my granfathers to 3 great grand father

I called and got through, I don't think the guy who answered to phone knew the answer. He couldn't give me a direct answer. He said that only my gg grandmother (would be like 130 yrs old), his dad (my ggg grandfather, 155 yrs old)his mom (my ggg grand mother 150 yrs old) and my g grand father could get it of free (115 yrs old)!!!! They been all dead for a while. That grand children have to pay. Also a active military member and the their dependents have too pay too.

that explains it. They should have a separate form but they don't. LOL

actually my hubby is military but he is alive
