The first three digits have nothing to do with time. The first three digits are allocated by states. So, if your SS# begins with a "1" it means that you were living in New York, New Jersey, or Pennsylvania when your application was received, as these states are allocated the prefixes starting with "1". 050-134 New York (NY) 135-148 New Jersey (NJ) 159-211 Pennsylvania (PA) While there are occasional transfers of numbers, this is how the system works.
