It does seem like in Victoria, they appear to be open to helping adoptees (or descendents) with finding the records, UNDER CERTAIN LIMITATIONS. That is true in the US also... I don't know of any hospital that releases any sort of records to adoptees. In Australia, they seem to have a specified agency that works with persons/ families that have been adopted. This refers to a cut off date of 1928, that seems to fall in your goal.
From first glance, this document is far more helpful than any I have seen, relatiing to US adoptions.
