Special requests outside of regular clerical duties for lookups and copies are these days considered revenue-producing options, (one may suppose) in the taxpayers' interest. FREE means somebody else pays. If it's a certificate you need you'll usually need to pay. If it's basic data you need, in many places volunteers have made indexes available online. |
