Best Answer - Chosen by Asker: If you are looking for a living person, you can obtain obituaries of their relatives, they usually give names and the city and state of surviving family. Now Rootsweb, FamlySearch.org and Ancestry.Com has the Social Security death index.
If you find a relative of people you are looking for it will give date of death and place of last address.
Frequently if you put a message on the Rootweb Message Board (also shows up on Ancestry.Com) some one will be kind enough to furnish an obit to you. On their Message Board, go under USA, state and then the county. Obit notices is a way of locating the living by finding the dead.
