Best Answer - Chosen by Asker: In the United States there are no laws regarding heraldry and you are free to display any coat of arms. However, it is like putting up a picture of a famous person with your surname and claiming him as your relative whether you know he is or not.

Also, not everyone with the same surname are any way related. Being a Celt myself, I know McNeill means son of Neill. You have to realize that there was more than one Neill that had sons.
Like Jackson. fellas named Jack not necessarily related to each other had sons and eventually their sons took the surname Jackson.
