Where would I locate records for British Navy Deserters between 1919 -1922?

I am try to locate a record of a desertion of a William Sleeman from the Royal Fleet Reserve between 1919-1922. He did not return to his ship during a visit to Melbourne, Australia. He may have also been in the Merchant Navy when he jumped ship.
