Can anyone tell me what a PROPRIETOR OF HOUSES was in the 1861 census?

One of my ancestors had proprietor of houses listed as their occupation. Wondering if it is simply a person who owned several houses and earned money on rents or sales, or if it was something else. Thanks for any help *s*
