Unfortunately, you aren't going to find a free death certificate for 1997 in Arizona, neither online or anywhere. The revenue generated from these certificates is a large part of the county's revenue.

Arizona does offer free copies of death certificates online but it is only for the years 1878-1956 They also have birth certificates available for 1887-1931. Here is the link

The reason that these are available is because they are no longer covered by the privacy law, meaning that the death is older than 50 years and the birth document is more than 75 years.
