Best Answer - Chosen by Asker: Public records is a very broad term, and there is not one "single" answer to what you want.
Vital statistics is one form of public record. That does not mean they are free, and it does not mean that there are not restrictions as to who can access them. Much depends on how old we are talking about. The primary reason (but not the only one) is the risk of id theft.
Govt. offices maintain certain records for "public" reasons, and tax dollars pay for the staff to deal with them. Under most circumstances, genealogy is not considered a priority.
Land records are open to the public also. However they are extremely huge volume, and thus, I would not expect to find them online. Expect is the key word here. Dallas county has tax assessments online, for instance.
I think someone would be far more able to give you a definitive answer, if you repost... with the specific record you want, and possible location. However... I might send you to a website... but I wouldn't post personal information on a public board.
