I don't know his ethnic ancestry, however Benin, formerly called Dahomey, was the center of what was formerly known as the "slave coast." All the ethnic groups that live in modern Benin had millions of their compatriots shipped across the Atlantic, and it was a prime area for U.S. slaves.

So while mere physical resemblance alone proves nothing, it's absolutely possible that your father's ancestry traces back to modern-Benin and ethic kin to Mr. Hounsou. There's no likely no real way of knowing, as even DNA testing can do little but give you likely ethnicity based on haplotype percentage distribution.
