Question:

How would you go about finding a sibling....?

who was adopted in Germany before the Berlin wall fell? This person may or may not know they were adopted. Is it possible that the records were destroyed?

Here is a whole slew of resources targeted at adoptions. And yes, down the list is an entry specific to Germany.
Am posting the whole page, since if you browse the entire list, something else may catch your eye, or have some relevance.
Aside from direct records, is there access to persons here, who can provide more clues? a specific town? date range? other circumstances? SOMETIMES what we think of adoption, might turn out to be an informal agreement such as parent "gviing" custody of a child to a relative or friend, with out legal documents to back it.
The more you know, the better your chances.
