I want to search for a relative who has been out of my life for about 15 years.?

I have done the internet thing and it hasn't worked out. I would like to go with a PI. The problem is that I only have a name and birthplace of my relative. My relative was born in New Jersey but lived in St. Louis, Missouri for a while. Does anyone have any suggestions? I'm kinda stuck as to how to go about the search. Thanks!
