Trying to find Margaret Anne Howells from South Wales born Oct 1966/1967?

I am searching the sister of my partner Barry Howells.
His sister has been missing last 16 plus years and he desperately misses her.
I know that she last was known in the Penarth Cardiff area of south wales. Birthday is around the 12th October and we are sure the year of birth is 1967.
