Best Answer - Chosen by Asker: Since your mother is an ancestor, and she is dead... certain pieces do qualify.
Carole E. Caine is listed in both the ssdi and the CA death index (unless you knew dates, you would not know for sure from the ssdi alone). Date of death was 10/28/1991, in Riverside co. As her daughter, you should be authorized to have a copy of the full death certificate, which will include more details (mortuary would be one thing, as well as location of burial). It should include names of her parents, assuming that the informant knew who they were.
Re pauper's burials... I recently 'worked' one of those here for someone else, assuming that the burial place would be difficult to locate. As it turned out, the grave was found, and to everyone's surprise, grandma did have a grave marker. Follow all leads, even those that seem unlikely.
From the ssdi, you can pick up the social security number, and order her entire file from them, for a nominal fee. What THAT should do for you, is give you a list of places where she was employed, when, and what name(s) she used. Since you mention that she was married a number of times, it may be hard to determine those names or where those marriages may have taken place. If this info is specific to the 1/2 sister, it may or may not help.
As her dob is prior to 1930, you may be able to locate her living with the parents in the 1930 census. Her ss card was issued in Michigan. Depending on her "birth place" in the family, there may have been siblings. Either parents or siblings could also be shown in the ssdi, once you have a name. With death dates, you have the opportunity to locate obituaries, which might include other relatives. Those who are older might have some answers for you.
It is accurate that genealogists don't post info on public boards, concerning living persons. That does not mean that you don't have a valid reason to find information, which does relate to your ancestry. I gather you and mom were estranged, so you have to start with basics. Her death certificate and social security file are two resources that will provide you with some answers, and from there, you can work back.
